Project Details
Banner Associates worked closely with the City of Madison to document flood damage and submit the required information to the Federal Emergency Management Agency (FEMA) for review and acceptance of funding assistance. Following approval, Banner completed the design and supported construction while coordinating with FEMA representatives to ensure all improvements were designed and constructed in accordance with FEMA regulations and eligibility requirements.
Architectural and structural restoration balanced historic preservation requirements with modern performance needs. Close coordination with the South Dakota State Historic Preservation Office guided repair methods to retain the original appearance of the stone walls while incorporating concealed structural improvements. This approach preserved the visual and cultural significance of the walls while allowing the overall flood control system to function effectively.
A 150‑foot section of wall was carefully dismantled, with each stone documented, labeled, and stored before being reinstalled in its original location following construction of a new structural backup wall. Additional work included cleaning and repointing existing stonework, replacing missing stones using salvaged materials from other project areas, installing new weep/relief vents, and adding a new historic marker to interpret the significance of the walls. Banner Associates provided architectural and structural design services and construction oversight, coordinating with civil engineers to ensure flood mitigation needs were met while preserving historic integrity.
