US 81 on the boundary between Kingsbury and Brookings counties became inundated and impassable due to above average precipitation during 2018 and 2019. Banner was selected as part of the design team to complete the grade raise of the 2-mile section of roadway. Banner has extensive experience with the drainage basin and had completed a temporary drawdown and various watershed models of the watershed for the DOT. Prior to this project, Banner had completed multiple public information efforts on behalf of the SDDOT and had familiarity with the project stakeholders.
The goals of this project were to:
- Create a hydraulic model of Twin Lakes to provide an elevation for US 81 to avoid future overtopping
- Raise grade of US 81 to avoid future overtopping and temporary road closures
- Replace equalizer pipes under US 81
- Provide erosion protection of roadway inslopes against wave action
- Eliminate snow drifting by use of cable guardrail system
